How do I go about creating a website/portal for a fan site?

I want to create a website/portal where fans of a certain artist can communicate, upload pictures/music/and other files. I also want the fans to be able to register before they can participate in the forums. I don’t have the financial resources to put up my own paid website so I’m wondering if there’s a website that can offer these services for free. I need you help please. Thanks

    Start with buying domain name for the site , then decide which language you want to is it going to HTML or Java.

    Then you need to find someone to host the website.

    If you dont know any of that then i would recommend you 2 websites.
