I need website help (And possible co-web?)?

Ok well I want to create a fan-site for all the teen stars (Ie. Taylor Swift, Miley Cyrus, Rob Pattinson etc.) and I want to apply with fan-sites.org. But my problem is they want a html sample and I am not to sure how to do that. What I need to know is :-
How to create a html webpage
How to upload them online. Free.
