How to make a good fan-site for a Singer/Musician?

I am really interested in making a fansite for a Singer/Musician. I have made Piczo, Freewebs, Bebo fansites in the past. However I want to now create a proper fansite. Such as www.LeonaLewisFansite.co.uk and www.GirlsAloud.org !! I really hope someone can help me and tell me were to start.

I don’t care about money etc. I am prepared to pay for certain things.
