Does Anyone know any free design sites?

Like these ones, where they offer to make Themes for your web page, but i need a free one, since im not allowed to buy things of sites like them…

If you’re looking for designing your website, you’ll want something like google sketchup. You can always ask for someone to help you out on here.

Sketchup is more a 3D modeling thing though.
Fan Fusion is alright.
