Have you tried the makeup brand Mac? they make nice and bright/dark pigmented colored eyeshadows. Use a makeup brush or sponge to apply it. Also to line the eyes or to do those crazy spirals on your face try using a black/silver liquid eye liner to draw it on. Also Benefit cosmetics makes this really neato stuff called Shelaq. It’s stuff that u can use with make up while applying or pat a bit on top of your makeup to make it stay and not smudge! i heard the main singer of AFI uses it too to keep his eyemakeup in place for concerts!
go to a professional make-up artist. i don’t think trying that on your own is a good idea. big mistake.

Definitely try MAC paints. They would be great for that larger portion across the face. MAC also has great pigments that would be fun to play with on that look
Get straight to your nearest MAC counter, bring that photo. I’m sure they would LOVE to help you recreate it!
